NCPA ANNUAL CONVENTION NEWS & NOTES - Woods Eastland, Chairman of the National Cotton Council of America and Dale Gustafson, Sr. Grains and Oilseeds Analyst with Salomon Smith Barney are among the invited speakers set to address NCPA’s 109th annual convention, May 14-17 at the Coronado Island Marriott Resort in San Diego, CA.  Dennis Tristao, Environmental Services Manager at J. G. Boswell Co. in Corcoran, CA has also been invited to speak at the Monday morning business session regarding the challenges faced by California businesses in complying the state’s tough environmental regulations. NCC Chairman Eastland has served as president and chief executive officer of Greenwood, MS-based Staplcotn Cooperative Association and Staplcotn Discount Corporation since 1986. He has been a cotton, soybean and rice producer in Sunflower County since 1974.  Gustafson is an internationally recognized grain and oilseed economist…...Convention registration materials have been distributed, and NCPA is expecting a strong international contingent in additional to its US membership in attendance.  Officials with one Chinese cotton linter buying group have expressed interest in attending, as well as a number of US cottonseed meal and whole cottonseed customers from Mexico…..Hotel reservation should be made by Wednesday, April 13, 2005 in order to guarantee the NCPA room rate.

COTTONSEED PRODUCTION & STOCKS REPORT - NCPA’s monthly report of production and stocks for February showed crushings for the month were just over 266,000 tons, about 4% higher than the five-year average for February of 256,000 tons.  As may be expected, meal stocks remain higher than normal at 77,523 tons compared an average of just under 36,000 tons for February.  Hull stocks have taken the opposite track, remaining well below their five-year average level for much of the season.  At the end of February, hull stocks stood at just 33,864 tons.  While higher than the previous month’s total of 29,000 tons, hull inventories remain nearly 10% lower than historic levels.  Stocks of cottonseed oil started the season at slightly above 60 million lbs. at the end of October 2004 and remain near that level, ending February 2005 at 63 million lbs. February’s five-year average level of CSO stocks is 59 million lbs. compared to October’s average level of 34 million lbs…..Also of interest this month is the cottonseed products export report, which shows cottonseed exports have started the season much faster than a year ago, and in the case of cottonseed meal, faster than the past two season combined.  Korea and Mexico remain active in the export market for cottonseed, while Mexico remains the dominant export market for meal.  Colombia and Germany have shown good interest as well.  This marks the first time in a number of years Colombia has been in the US cottonseed meal market; previous forays have only been for linters, seed and cottonseed oil.

WHAT'S NEW @ COTTONSEED.COM - CCI/NCPA Consultant Ricardo Silva reports that Mexico’s largest dairy cooperative, NUPLEN/LALA, has begun including cottonseed meal in dairy rations.  This follows on the heals of CCI/NCPA holding one-on-one seminars and presenting papers to dairy nutrition conferences in Mexico during the past few years to encourage exactly this practice.  Details are available in the Mexico Consultant Reports section of the web site…..Updated monthly production and stocks numbers for February are now available in the Statistics section, as well as cottonseed product export data from US Census through the month of December…..Monthly export sales numbers show the pace of oil, meal and seed export sales…..A number of industry meetings are fast approaching and are listed on the Cottonseed Calendar…..Tips for using cottonseed meal as a slow-release fertilizer can be found in “Beautiful Gardens with Cottonseed Meal”, available in the Publications section of cottonseed.com.

AMENDMENTS TO THE TRADING RULES - As a reminder, any NCPA member may submit proposed changes to the NCPA Trading Rules.  Proposed changes must be received by the NCPA by April 15.

WEEKLY COTTONSEED CRUSH - Weekly cottonseed crushings continue higher than their five-year average for the past nine weekly reporting periods and for 10 of the past 13 weeks.  The most recent report, for the week ending March 20, put weekly cottonseed crushings at 61,435 tons compared to its five-year average for the comparable week of 59,002 tons.  The year-to-date total, based on weekly crushings, stands at 1.87 million tons, compared to 1.74 million tons a year ago and 1.70 million tons two years ago.

USDA SEEKS MEMBERS FOR AG TRADE ADVISORY COMMITTEES - The USDA recently announced that it is accepting nominations for members to serve on the Agricultural Policy Advisory Committee for Trade (APAC) and all Agricultural Technical Advisory Committees for Trade (ATACs). The APAC provides advice to USDA and the Office of the U.S. Trade Representative on overall agricultural trade policy objectives, while ATACs focus on specific commodities. Each committee is composed of approximately 35 members who serve 2-year appointment. The ATACs cover trade in: (1) animals and animal products; (2) fruits and vegetables; (3) grains, feed and oilseeds; (4) sweeteners and sweetener products; (5) tobacco, cotton, peanuts, and planting seeds; and (6) processed foods. The advisory committees ensure that U.S. trade policy and trade negotiation objectives reflect U.S. commercial and economic interests. The committees provide the Secretary of Agriculture and the U.S. Trade Representative information and advice on negotiating objectives, bargaining positions and other matters related to the development, implementation and administration of U.S. agricultural trade policy. Committee members will be chosen from the private sector and must have knowledge of agriculture and trade matters. They must be U.S. citizens, qualify for a security clearance, and be willing to serve without compensation for time, travel or expenses. The committees meet approximately four times each year. A nomination to serve on a committee requires submission of a current resume and form AD-755 (Advisory Committee Membership Background Information), available on the Internet at: http://www.fas.usda.gov/admin/ad755.pdf.

COTTONSEED PRODUCTS IN THE NEWS - Dave Bare, outdoor editor with the Winston-Salem Journal, notes in a recent article that if you want potatoes to do well, don’t forget cottonseed meal. Potatoes do not like fresh manure, he says, so be sure that it is well rotted before applying it to the bed or use an alternative such as cottonseed meal…..Owen Anderson, Ph.D., writing for Running Research News, points out in his article, “Can Low-fat Diets Help Runners Shed Weight”, that cottonseed oil may be one ingredient runners should look for. Polyunsaturated fat, he says, like the type found in oily fish as well as corn, soybean, safflower, and cottonseed oils, tend to raise HDL cholesterol and lower cholesterol, when compared with the intake of an energetically similar amount of carbohydrate.
