California Proposes New Definitions for Whole Cottonseed

California issued an official notice October 17 that it intends to adopt whole cottonseed rules that limit free fatty acid content to 15. The official text with changes indicated for the proposed cottonseed regulations are posted to the NCPA Web site, as well as the official notification. The California regulatory notice register had a mistake and included cottonseed products in part of the notice.  This proposed changes only apply to cottonseed. The regulations would set two tiers for cottonseed quality in California, with seed beyond 15% FFA considered damaged. The rule will likely be enforced starting in 2004.  A public hearing is scheduled for December 4 at the Red Lion Hotel in Modesto, CA, at which time additional comments may be submitted.  Written comments may be submitted to the Department by December 1.
